No English instructions. Instructions in Chinese.
Cheep setup. You put water in these bags filled with white powder. Then freeze them. The idea here is that the powder turns into a gel, then phase changes to keep bag cold. Then put bags into a safety vest fitted with pockets. Not worth the $$. Needs to be much less , product marketed as a quality product.

Nice vest
It’s a nice vest, there was several things about the vest that I did not care for, with the first being read the reviews despite them all saying that the packets leak which they do and it was awful being at work and they had melted so everything I bent over they would leak water all over my shirt pants ect. My recommendation would be to get some ice packs that are reusable that you stick in the freezer then there would be no leaks! The second thing I would recommend to the manufacturer is to make it mesh instead of cloth.other than those items I mention it does its job. I use the ice packs that did not come with it and the vest does keep me cool I just switch them out at lunch.

What were alleged to be gel packs to place into the vest pockets were foil envelopes sealed on all edges. There was writing on the envelopes, but it was in Chinese and I don’t read or speak that language. If there were negative rating starts this would get a – 10.
